Can I find out of this Chromebook is managed by DeSales after someone is already logged in?
Yes. Just click at the bottom right corner of the screen and look for the 
icon next to the word Managed. Click on that and it should open a web browser and navigate to chrome://management where it should indicate "Your Chromebook is managed by desalesmedia.org".
